Alaska Marijuana Cultivation License Guidelines
- Allows for a licensee to sell marijuana to a licensed retail marijuana store, to a licensed marijuana product manufacturing facility or to another licensed marijuana cultivation facility
- May also apply for a marijuana product manufacturing facility license and retail marijuana store license.
- A marijuana cultivation facility that obtains additional marijuana establishment license(s) are allowed for a vertically integrated model
- Must apply to the state for a cultivation license before growing marijuana
- Number of cultivation license is limited based on local government
- Applicant must submit a nonrefundable $5,000 application fee
- All persons with direct or indirect financial interest on the application must be Alaska residents
- Cultivation facilities must meet local zoning laws and be at least 500 ft away from a school, youth or recreation center, building where religious services are held, or correctional facility.

Alaska Marijuana Manufacturing License Guidelines
- Two types of manufacturing licenses available:
- Standard marijuana product manufacturing license:
- Manufacture, refine, process, cook marijuana products such as marijuana concentrate, edible products, ointments, tinctures and more
- Allows to sell marijuana extract and/or marijuana products to licensed retail marijuana stores or other licensed marijuana product manufacturing facilities
- Marijuana concentrate manufacturing license:
- Manufacture, refine, process and cook only marijuana concentrate
- Sell only marijuana concentrate to a licensed retail marijuana store or other licensed marijuana concentrate manufacturing facilities
- Standard marijuana product manufacturing license:
- Must apply to the state for a manufacturing license before producing marijuana products
- Number of manufacturing license is limited based on local government
- Applicant must submit a nonrefundable $5,000 application fee for standard manufacturing license and $1,000 for concentrate only manufacturing license.
- All persons with direct or indirect financial interest on the application must be Alaska residents
- Manufacturing facility must meet local zoning laws and be at least 500 ft away from a school, youth or recreation center, building where religious services are held, or correctional facility.

Alaska Marijuana Retail Store License Guidelines
- Allows for a licensee to sell marijuana obtained from a licensed marijuana cultivation and manufacturing facility to qualified individuals (21 years and older)
- Permit consumption of marijuana or marijuana products in a designated area on the licensed premises, upon approval of the board
- Must apply to the state for a retail store license before selling marijuana
- Number of retail store license is limited based on local government
- Applicant must submit a nonrefundable $5,000 application fee
- All persons with direct or indirect financial interest on the application must be Alaska residents
- Retail Stores must meet local zoning laws and be at least 500 ft away from a school, youth or recreation center, building where religious services are held, or correctional facility.

The History of Alaska Marijuana Business Licenses Marijuana
In 1998, Alaska legalized medical marijuana through majority vote of Ballot Measure #8 which allowed qualifying patients in the state to utilize medical marijuana as a form of medicine. The Ravin vs. State ruling allowed up to 4 ounces and 24 non-commercial plants in the privacy of the home.
In November of 2014, AS 17.38 also known as Ballot Measure 2 was approved, allowing for state-licensed establishments to grow and sell marijuana to individuals 21 years and older.
On October 4 , 2018, the Department of Revenue adopted regulation changes in Title 15, Chapter 43 of the Alaska Administrative Code. The regulations were changed to implement new tax rates for various parts of marijuana and to add a new subjection pertaining to the tax rate applicable to different parts of marijuana sold or transferred in a single package, and to add definitions. The regulations changes were reviewed and approved by the Department of Law, signed and filed by the Lieutenant Governor on October 8, 2018, and will go into effect on January 1, 2019.
In March 2019, Alaska’s Lieutenant Governor Kevin Meyer signed into law rules to allow on-site consumption of marijuana at some licensed retailers, making Alaska the first state to legalize social cannabis consumption. The rules will go into effect April 11, 2019, but local governments can ban on-site consumption through an ordinance or a voter initiative. Marijuana distributers will have to apply for a special onsite use endorsement and devise plans that meet security, ventilation and other standards and pass the scrutiny of the Marijuana Control Board.
