Oregon Marijuana Producer License Guidelines
- Producers are allowed to plant, cultivate, grow, harvest and dry marijuana.
- Must submit an application to the State to become a licensed producer.
- Must determine if your city/county allows for marijuana producers within local jurisdiction.
- Producer Facility may not be at the same physical location as a medical marijuana processing site, dispensary or liquor store.
- Applicant must submit a $250 nonrefundable application fee.

Oregon Marijuana Processor License Guidelines
- Processors are allowed to process, compound, or convert marijuana or hemp into cannabinoid products, concentrates, and/or extracts.
- Must submit an application to the State to become a licensed producer.
- Must determine if your city/county allows for marijuana producers within local jurisdiction.
- Processor Facility may not be at the same physical location as a medical marijuana processing site, dispensary or liquor store.
- Applicant must submit a $250 nonrefundable application fee.

Oregon Marijuana Retailer License Guidelines
- Retailers are allowed to sell marijuana items directly to consumers over 21 years or registered medical marijuana patients 18 years and older.
- Must submit an application to the State to become a licensed producer.
- Must determine if your city/county allows for marijuana producers within local jurisdiction.
- Retail Facility may not be at the same physical location as a medical marijuana processing site, dispensary or liquor store. Also must be at least 1,000 feet away from any public elementary or secondary school as well as any private or parochial elementary or secondary school.
- Applicant must submit a $250 nonrefundable application fee.

Oregon Marijuana Wholesaler License Guidelines
- Wholesalers can purchase quantities of marijuana from other licensed facilities and sell the products to licensed retailers, processors, producers, other wholesalers, or research certificate holders. Can purchase hemp from licensed processors and sell hemp items to licensed retailers, processors, and other wholesalers.
- Must submit an application to the State to become a licensed producer.
- Must determine if your city/county allows for marijuana producers within local jurisdiction.
- Wholesaler facilities may not be at the same physical location as a medical marijuana processing site, dispensary or liquor store.
- Applicant must submit a $250 nonrefundable application fee.

The History of Oregon Marijuana Business Licenses Marijuana
Medical Marijuana Program Overview: In 1998, Oregon legalized the use of medical marijuana for qualified patients. In Nov of 2014, Oregon legalized recreational marijuana allowing the Medical Marijuana Dispensary Program’s 345 registered medical marijuana dispensaries to sell a restricted and limited amount of recreational marijuana to non-patients. A list of dispensaries can be found here. There are no limits set for the amount of dispensaries allowed in the state.
Recreational Marijuana Program Overview: Measure 91 legalized in November 2014, legalizing recreational marijuana. The Oregon Liquor Control Commission was assigned to regulate the state’s recreational marijuana program and began accepting applications for the production and sale of recreational marijuana in January of 2016.
On December 20, 2018, the Oregon Liquor Control Commission (OLCC) adopted changes in the rules regulating recreational marijuana with a focus on tightening licensing and compliance requirements, providing licensees flexibility to conduct business, and improving access to medical marijuana for patients. The newly adopted rules can be accessed on OLCC website.
The OLCC also announced that they will no longer be processing applications for new producer licenses until after January 2, 2022. However, they will continue to accept all other applications.
